Role: Senior Engineer/Analyst
The Senior Engineer/Analyst serves as principal program management and technical support for management of ONR Code 33 Undersea Systems, Payloads and Weapons Functional Area (FA) S&T portfolio, coordinating all ONR 33 Undersea Systems, Payloads and Weapons FA S&T engagements for both the Discovery and Invention (6.1 and 6.2) investments and Future Naval Capability (FNC) (6.3) investment programs. The Senior Engineer/Analyst shall provide technical, engineering, analytical, and program management support to ONR Code 33 S&T programs. This support will assist in formulating, executing and managing an investment strategy to address the most responsive and promising technology opportunities and solutions in the field of undersea weapons (e.g. torpedoes, etc.). The scope of this tasking includes support in all aspects of technical and engineering support to Code 33 for engagement between the Navy Research and Development (R&D) and S&T communities.
Responsibilities:
Specific duties may include, but may not be limited to:
• Assisting Program Officers with the development and refinement of their S&T investment strategy
• Assisting Program Officers to identify and evaluate technology development projects given budget and schedule limitations
• Periodically assessing the status of Program Officer's projects by reviewing regular project deliverables and by attending meetings and discussing issues directly with project personnel, as required. Assisting in developing corresponding recommendations, briefings, and reports
• Assisting with coordination of Program Officer's projects and plans with other DoD organizations and other Government agencies, as required
• Assisting Program Officers by developing and maintaining program management tools for correspondence, action item tracking, project status tracking, and project history maintenance, as well as developing financial and programmatic summaries, reports, briefings, and analysis for internal and external data calls
• Assisting Program Officers with planning and executing allocations by coordinating preparation and review of actual and projected funding estimates, justifications and strategies
• Working with Program Officers to expedite financial execution and ensure programmatic benchmarks are met by tracking availability and use of funds and reviewing financial documents and plans for impact on program objectives and requirements to assist the Program Officer in optimally allocating resources
• Assisting in preparing briefing materials and planning, coordinating and conducting project kickoffs, program reviews, technical meetings, seminars and demonstrations, as required
• Assisting with program-specific technical and programmatic issues
• Assisting with assessing the impact of anticipated system and application initiatives identified by Code 33.
• Preparing program status reports and after-action reports following major program reviews or key events.
• Assisting Program Officers with development of transition plans for technology products into existing or planned acquisition programs and deployment in the fleet
• Assisting Program Officers with conducting or reviewing focused studies and analyses to justify or validate technical or budget decisions related to S&T program objectives
• Assisting Program Officers with preparation of required documentation in support of Technical Candidates (TCs), Future Naval Capabilities (FNCs) and/or Innovative Naval Prototypes (INPs) including development and review of business, execution, and expenditure plans and tracking and reporting of product progress
• Assisting Program Officers with coordination of the selection and funding process for program technology proposals, as well as the development of specific Broad Agency Announcement (BAA) solicitations and the coordination of the review process for these announcements
• Assisting Program Officers with technical management of the program including assessment of performance in terms of technical objectives, costs and schedule.
• Assisting Program Officers with reviewing, identifying and assessing emerging requirements, technologies, capabilities, concepts, tactics of interest, and possible teaming relationships in areas related to ONR’s objectives for selected technology programs.
• Assisting in the development of alternative S&T project priorities, goals and objectives.
• Assisting in studies and evaluations to assess technology affordability and develop strategies for technologies for promoting the investment portfolio mix to better drive Naval affordability.
• Assisting Program Officers in evaluating technical progress and plans in S&T programs, make recommendations for coordinating, augmenting, changing emphasis of, or broadening scope of, S&T programs as a result of visits, attendance at meetings, and general surveys of relevant technologies.
Required Assets and Capabilities:
• Classification Requirements: SECRET; ability to obtain TOP SECRET
• Bachelor’s Degree (BS) in applicable field (Science or Engineering)
• Undersea warfare and weapons (e.g. torpedoes, etc.) experience minimum required experience and 5 years practical experience in UnderSea Warfare disciplines may be substituted for BS in Science or Engineering fields
• Science and/or technical background/experience preferred
• Analytical experience
• Senior-level (O4 and above, SES/CEO-level) engagement experience
• 10+ years progressively responsible professional experience; Government/Military experience preferred
• Experience supporting and working with Federal agencies
• Superior organizational skills, verbal, written and inter-personal communication skill
• Excellent proficiency with MS Office Applications, specifically Word, Excel, PowerPoint, Teams. Experience with SharePoint Online a plus.
• Experience with SAP a plus
• Ability to work independently without significant oversight; self-starter.
• Previous Fleet/Major Staff experience desired but not required
