Job Description Federal Program Manager

Position Description
Program Manager for a critical DHS CBP Program that is responsible for identifying, acquiring, deploying and sustaining Non-Intrusive Inspection (NII) and Radiation Detection Equipment (RDE) at U.S. Ports of Entry. Serves as the Lead Business Authority’s (LBA) representative and facilitates strategic direction, functional and operational requirements, policies, procedures and resource allocation decisions. The PM will oversee the following tasks:

Task 1 - Technical and scientific support includes design and engineering studies of system design objectives; review of technical requirements for NII and RDE projects and initiatives; technical and advisory support to boards and formal discussions; analyzing NII system and RDE equipment failures; technical support concerning radiographic imaging and radiation and nuclear detection; technical support in the development of NII image system standards, providing recommendations and development of technical reports.

Task 2 – Program and project management support for large and small-scale NII systems and RDE equipment activities and for other projects and initiatives that include pilots and technical demonstrations; integration of new or advanced technologies that increase interoperability and interconnectivity of NII systems and RDE equipment; and testing of large-scale NII systems performed by capability providers internal and external to CBP.

Task 3 - Support for the collection, analysis, management and reporting of operational data and statistics received from various sources.

Task 4 - Technical editing and administrative support. Note: Contractor personnel designated to support RDE projects and initiatives shall be required to have a SECRET clearance.



Your future duties and responsibilities
- PM shall be able to lead the Contractor teams in accordance with established DHS and CBP policies, rules and regulations for employee behavior, professionalism and attire.
- The PM will be responsible for Contractor work assignments, project timelines, Contractor costs/schedule/performance in coordination with the Government PM, COR and program office POC’s to ensure successful progress throughout the period of performance.
- PM shall function resourcefully and independently.
- The PM must be cleared and ready to begin performance on the date of award.



Required qualifications to be successful in this role
- Due to the nature of the government contract requirements and/or clearance requirements, US citizenship is required.
- Must have a Master’s degree in business, engineering or related field and at least 10 years specialized experience. Specialized experience must include at least (3) years as PM, or DPM, Lead SME, SME, Principal, or Lead Analyst experience and (2) years of specialized experience in the oversight of large and complex, data analysis, engineering, acquisition, system integration, strategic communications laden projects or programs in the private or public sectors.
