Position Description
CGI is seeking to hire a Lead Medicaid Business Technical Analyst to join our team in Richmond, VA. We offer an exciting full time opportunity within the 5th largest IT Services Firm in the world. Your future duties and responsibilities
The primary responsibilities will be to define requirements for a new Medicaid system. The MECT (Medicaid Enterprise Certification Toolkit) is primarily about identifying, collecting, categorizing, and submitted specific documents to CMS (Centers for Medicare and Medicaid Services).

The Lead Medicaid Business Analyst (BA) role has three primary functions:
• Leading business requirements facilitation and documentation – this includes ICAM type functionality as well as integration flows
• Leading the MECT Checklist activities – this role is the IV&V’s single-point-of-contact for collecting and documenting MECT materials
• Assisting with PMO activities – includes ongoing governance of issues, risks, communications, MES dependencies across the MIP, and other PMO activities. The BA is not the PMO lead, but a key participant

This role leads and manages the additional CGI Business Analysts and testers. While not directly coding or performing technical activities, the Business Analyst should have a basic technical skills (understanding of message queues, SOA, etc.)



Required qualifications to be successful in this role
10+ years of experience

• Healthcare background/experience.
o Strong Medicaid (MMIS) or Healthcare payer background required (10+ years)
o Ideal candidate would be familiar with the CMS MITA framework and the MECT (Medicaid Enterprise Certification Toolkit)

• Strong interpersonal and communication skills
o Facilitate requirement meetings with many other IT vendors and client
o Capable of writing or overseeing complex design documents
o Capable of interacting directly with integration developers and architects
o Capable of interacting directly with IV&V vendor

• Technical Skills
o Familiarity with XML, fixed format and other data formats
o Familiarity with SQL and ETL tools (person will not be coding but is expected to quickly learn how to use tools to retrieve and view data)

• PMO Background
o Ideal candidate will be able to wear both a Business Analyst and PMO role (PMP is not required)
o Perform QA on CGI deliverables to the state
o Assist IV&V, client and other CGI staff with certification activities (MECT)
o Comfortable with MS Project and scheduling activities
o Lead and assist with PMO activities around risk/issue/communication/etc. management

• Team Leadership
o Capable of managing small team of Jr. BAs/Testers

Education: - A four-year bachelor’s degree in Computer Science, Information Systems, Business or related field or equivalent experience
