Position Description
CGI Federal is looking for a Sr. Developer, IT Oracle EBS for our Canoga Park, CA location.
The Developer will have senior expertise with the Oracle EBS specifically in General Ledger, Projects, Project Contracts, Project Management, Project Costing, Project Billing, Revenue, Accounts Payable, ebTax, Cash Management, Accounts Receivable, Fixed Assets and other modules within the EBS suite. The Developer will have comprehensive knowledge of the dependencies and relationships between all EBS modules. Primary emphasis will be with the Financial and Projects modules.

The Developer will be integral in any decisions that may be impacted by technology, serving as a consultant to IT and the business in planning and coordinating systems analysis, design, development, and implementation to automate processing or improve business systems. The Developer will focus on creating and improving system processes, assisting with the development of technology for business organizations. The Developer will identify, propose and influence technical solutions, working within IT and the business across multiple customers or organizations.

The Developer will work closely with both IT analyst staff and the user community to establish and manage projects, business processes, software development lifecycle documentation, development, and test plans. The Developer will be responsible for assisting with detailed technical specifications/requirements documentation and will be responsible for system design, development, testing and implementation of large and/or complex technical projects, often requiring coordination of multiple functional areas. The Developer will interact with project teams, application teams, architects, management, and users as appropriate.

Essential Job Functions:
• Support and troubleshoot all Financial/Projects modules within the Oracle E-Business Suite (e.g., General Ledger, Projects, Project Contracts, Project Management, Project Costing, Project Billing, Revenue, Accounts Payable, ebTax, Cash Management, Accounts Receivable, Fixed Assets).
• Provide Oracle EBS technical support using Oracle developer tools such as PL/SQL, XML-Publisher, Oracle Reports, Oracle Workflow Builder, Oracle Forms, etc.
• Deliver technical solutions to meet new business requests following the established SDLC process.
• Participate in key efforts to implement new technologies or changes required to the environment (e.g. current and new revenue recognition standards, fiscal year calendar changes, etc.).
• Partner with IT analyst and staff, business users, and vendors to develop, test and document technical solutions, reports, and workflows to address business needs.
• Collaborate with IT analyst and staff, business users, and vendors to resolve data issues.
• Develop interface components to support other systems such as Hyperion, MPM, etc.
• Establish systems specifications and objectives, based on business requirements and cost effectiveness, and provide recommendations to management personnel.
• Coordinate implementation of system hardware and software.
• Participate in system development and facilitate design sessions for business solutions.
• Formulate test plans, and coordinate and perform testing using industry standard methodology. Work closely with the analyst and the business users when testing.
• Define and document detailed coding specifications.
• Ensure all required documentation is completed in order to fulfill the Software Development Lifecycle (SDLC) requirements. Work closely with the business, analysts and Release Management to ensure this is completed per required deadlines.
• Work with analysts to ensure accurate translation of specifications into workable application code.
• Analyze and resolve service desk tickets on a daily basis.

Requirements:
• Candidate must be very strong with Oracle EBS Financial and Projects modules, and understand the integration into all EBS modules from a technical perspective.
• It is critical that the person understands government contracting and all the forms and requirements for an A&D business.
• Outstanding written and oral communication skills as they will be interfacing with the business functional areas and others in IT. Candidate will be responsible for documentation and development of solutions. They will also work closely with the analyst and business to ensure requirements are met.
• Has a strong understanding of information systems, business processes, the key drivers and measures of success for the relevant business.
• Solid understanding of the Software Development Lifecycle.
• Expertise in process design, development and documentation methodologies, including production of quality deliverables.
• Ability to work independently and in a team environment is necessary.
• Experience with scope management.
• Knowledge of SQL.
• Highly skilled in leadership and project lifecycle are required.
• Proficiency in Microsoft Office applications including Word, Excel, Project, Visio, and Outlook.
Other Essentials:
• Oracle E-Business Suite R12 certifications.
• Candidate would work at the Sacramento location and there may be some travel to the Los Angeles location as well.
• Must be able to work after hours, on weekends and holidays when required.
• Must be able to obtain and maintain a U.S. Security Clearance at the appropriate level (requires U.S. Citizenship).
