Position Description
CGI Federal is looking for a Senior Computer Systems Analyst to lead and manage technical application development projects and systems analysis projects for medium- to large-scale projects following a well-planned SDLC.


Your future duties and responsibilities
Builds and codes applications and/or modules using languages such as C++, Visual Basic, ABAP, JAVA, XTML, Objective C, HTML 5, .NET, etc.
Provides patches and upgrades to existing systems.
Designs web-based, mobile technology, cloud, and security interface to meet the specific needs of users.
Prepares operating instructions, compiles documentation of program development, and analyzes system capabilities to resolve questions of program intent, output requirements, input data acquisition, programming techniques, and controls.
May build add-on modules using application program language.
May have vendor management responsibility.



Required qualifications to be successful in this role
• Master’s Degree is Required and 3-6 years of experience are required
• Must have superb oral and written communications, Technical leadership, Knowledge of federal security and privacy laws/regs/standards (including FEDRAMP), In depth knowledge of SDLC
• Knowledgeable of federal laws and regulations, directives, instructions, policies, standards, and guidance, so that requirements support security and privacy compliance, including knowledge of FedRAMP requirements and guidance.
• Experienced in all facets of SDLC methods including analysis, design, and development of modern IT applications. Excellent oral and written communications skills particularly conveying complex technical concepts to program-oriented clients.
• Helps create or creates a WBS, estimates, resource allocations, and milestones for project. Experience as principal technical lead for a team of specialists. Experience coordinating multiple project teams to a consistent standard in application development efforts.
• Experience and ability to work with senior client technical managers and staff. Advise on application design, systems requirements, and all phases of the SDLC and best practices.
• Excellent oral and written communications skills particularly conveying complex technical concepts to program-oriented clients.
• Ability to make certain information security risks are managed throughout the SDLC.
• Experience overseeing the entire systems development lifecycle, including systems requirements, coding, testing, and implementation of proposed systems and provides critical recommendations and solutions for complex problems. Identifies issues that may be a risk to the project and communicates the risks and possible mitigations to the team and clients.
• Experience and ability to lead technical teams, create detailed design specifications, analyze available technologies, work closely with business process analysts and both program and technical clients to develop technology systems that meet business requirements and mission.
• Experience in providing client application design (including systems requirements specifications), development, testing, and maintenance support. Ability to do this for SSA’s specific programmatic, administrative, business intelligence, and strategic analysis software applications.
• Experience in debugging systems, designing/implementing new systems, and enhancing existing applications in a non-mainframe environment.
Experience in supporting an installed mid-tier environments both in a data center and in a hybrid cloud environment and/or retooling a mainframe-oriented infrastructure environment to a Platform-as-a-service environment.
• Experience in vetting possible commercial products for usability and suitability to meet business requirements and scalability, and comply with enterprise standards.
• Experience and ability to offer recommendations for improvements in systems, applications, processes, and solving problems that may arise in the course of the SDLC.
• Experience performing and overseeing configuration management, software integration, managing and analyzing software test results, as well as remediating for poor test results.


CERTIFICATIONS:
Ideal candidate will have one or more of the following Certifications: IEEE, SEI, Microsoft, UNIX, JAVA, COBOL, Network, Security, Architecture, Web, Service-based, Oracle, IBM, Data related, and Database related.

Desired Specific Skills: In depth knowledge of WBS and SDLC, Specific programming languages, MS Project, MS Office, Visio, Knowledge of large-scale infrastructures and products
Desired emerging technology experience: cloud, big data management, use of proven open source tools
Desired Certs / Other: PMP; SW/Technology tools
