Job Description Technical Lead/Sr. Software Engineer

Position Description
CGI is looking for a Technical Lead to join our Federal Business Unit who will support our Security, Administrative, Judicial, and Enforcement Programs Team. This position is to provide software development and application engineering support services to build modern, Web-based automated systems as part of a team using Agile Scrum methodologies


Your future duties and responsibilities
Analyze and study complex system requirements and user stories. Design software tools and subsystems to support software reuse and domain analyses and manages their implementation. Manage software development and support using formal specifications, data flow diagrams, and other accepted application design techniques. Estimate software development costs and schedule. Review existing programs and assist in making refinements, reducing operating time, and improving current techniques. Supervise software configuration management. Responsibilities include:
• Leading system or application architectures that are platform agnostic using a standard set of software engineering tools, practices, and Soap/RESTful Application Programming Interfaces (APIs)
• Architecting hardware/software solutions and application components to reduce tight coupling and maximize re-use, and to allow for vertical and horizontal scaling
• Maintaining communication with development teams, system analysts, and product owners.
• Tracking user stories and tasks using Agile Scrum methodologies and Agile tools (JIRA).



Required qualifications to be successful in this role
Experience working with Python, Django, MySQL, Solr, and Github are required
• 5+ years of experience leading the technical design, development, and implementation of complex and large scale applications using Agile Scrum methodologies
• 5+ years leading software development teams to use formal specifications, data flow diagrams, and other accepted application design techniques
• 5+ years of experience estimating software development resources, costs, and timeline using sprints/releases

• Experience developing front-end web pages using HTML5, CSS3, AJAX
• 5+ years of experience with automation tools such as Selenium, Jenkins, Ant, Maven
• 5+ years working in an Agile environment, specifically Scrum
• Ability to lead technical discussions with clients and work with multiple development teams
• Self-motivated with the ability to lead development teams, prioritize, meet deadlines, and manage changing priorities.
• Detailed-oriented with proven time management and organization skills, with a demonstrated ability to achieve results.

Desired:
• Bachelor’s Degree in Computer Science or Engineering related field
• Experience developing using Java (JEE 6&7/ORM/CDI) JSF/IceFaces, JavaScript, JSON, Python, jQuery
• Experience developing via frameworks such as Django, Spring, Bootstrap
• Experience developing structured and unstructured databases using MySQL, MongoDB, Cassandra

• Experience developing using modern enterprise search platforms such as Solr
• Experience using ALM and KM tools such as JIRA and Confluence for sprint planning, user story creation, and project collaboration
• Experience using message broker tools such as RabbitMQ
• Experience or exposure with LDAP, OAuth, AD security and authentication
• Experience developing Cloud applications
• Experience in Federal or Legislative branch system application development lifecycle (SDLC) is a plus
