The Chicago Public Schools (CPS) has set ambitious goals to ensure that every childin every school and every neighborhoodhas access to a world-class learning experience from birth, resulting in graduation from high school college and career-ready. The Federal & State Funds Compliance Coordinator is responsible for coordinating Office of Diverse Learner Supports and Services (ODLSS) activities with regard to documenting and analyzing the department's student-based health services for Medicaid, Head Start and other reimbursement and compliance purposes. The Coordinator reviews and validates service capture claims data, creates utilization reports for management, designs process improvements for Related Service Providers (RSPs) and Special Education Classroom Assistants (SECAs), performs data quality control and is the primary point of contact to provide comprehensive analysis to ODLSS Executive Management and the Medicaid Steering Committee.

RESPONSIBILITIES:

The Federal & State Funds Compliance Coordinator will be held accountable for the following responsibilities:

  • Analyzing ODLSS service capture data to monitor compliance with Individualized Education Plans (IEPs), to assess labor allocations, and to monitor RSP and SECA compliance with service capture requirements

  • Developing and implementing quality assurance practices to improve the accuracy and completeness of ODLSS data

  • Resolving administrative errors and missing documentation (e.g., missing dates of service or inadequate supporting documentation) within the ODLSS data prior to CPS' initiating billing activities

  • Supporting the creation of ODLSS management reports, and using reports on an ongoing basis to identify process improvements and data quality or compliance issues.

  • Coordinating and tracking ODLSS actions to improve service capture compliance and correct common errors, which may include liaising with other ODLSS managers and developing communications

  • Supporting the creation of training materials to assist ODLSS in training RSPs, SECAs, and other employees about service capture requirements and best practices

  • Liaising with other CPS departments involved in Medicaid processes, including Finance, Grants, Enrollment, Transportation, and Nutrition Services, as needed

  • Liaising with CPS Medicaid vendors to support billing operations and correct issues; this includes attending monthly meetings with those CPS vendors as assigned

  • Supporting CPS Finance and CPS vendors in validating and resolving denied claims, failed/unsubmittable claims, and eligible claims

  • Tracking outstanding ODLSS issues with the Medicaid reimbursement data, processes, or procedures

  • Recommending efficiencies to increase compliance, maximize reimbursement opportunities, and improving the efficient allocation of resources

  • Developing and implementing a process for matching Medicaid claims to the RSP and SECA service provider

  • Supporting other issues as determined by management.



In order to be successful and achieve the above responsibilities, the Compliance Coordinator must possess the following qualifications:

  • Exceptional analytical, quantitative, and critical thinking skills

  • Knowledge of financial or compliance reporting

  • Ability to work on a team that involves stakeholders from multiple departments

  • Ability to identify problems and solutions, and experience making recommendations regarding process improvements

  • Excellent writing and communication skills



Type of Education Required :

  • Graduation from an accredited college or university with a Bachelor's degree.



Type of Experience and Number of Years :

  • The ideal candidate will have 4 years of combined prior experience with: labor or data analysis, financial compliance reporting, school-based health services, and state and federal Medicaid programs.

  • At minimum, candidates must have 2 years of experience with at least one of the following: labor or data analysis, financial compliance reporting, school-based health services, or state and federal Medicaid programs



Knowledge, Skills, and Abilities :

  • Excellent time management, organizational skills and must be self-directed and self-motivated

  • Thorough knowledge of Microsoft Office and Google Suite
