RESEARCH STATISTICIAN IV
$4,316.00 per month (SR-22)
- NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. - The immediate vacancy is located in the Executive Office on Early Learning.
- Level III:
Conducts research studies through the application of research and statistical methods in a subject matter specialty and performs other duties as required.
Assignments cover recurring research studies or special survey investigations which involve numerous or unpredictable factors and require the setting up and carrying out of integrated procedures. Considerable precedent in the form of similar studies is usually available for guidance in the application of research methodology and the drawing of conclusions. Such assignments are frequently major segments of projects assigned to higher-level statisticians. Work at this level also includes the selection and application of research methods and techniques and the valid numerical and narrative interpretation of collected data. An incumbent is accountable for the adequacy of all aspects of the study, including interpretation of results obtained. Final reports are generally reviewed for clarity, completeness, validity, adherence to program guidelines and conclusions. An incumbent at this level maintains relations with program administrators, subject matter specialists and the general public to develop project studies. Supervision may be maintained over assigned project personnel.
Level IV:
This level reflects responsibility for the conduct of a complex project study which involves the initiation of investigations based on observations of variables in a subject matter field, responsibility for developing subject matter research methods, and the correlation of advanced statistical techniques and intensive knowledge of the subject matter field. This level also reflects technical responsibility for the validity of research and statistical methods used and conclusions presented. The conduct of studies is done in accordance with program guidelines. Final reports are reviewed primarily for adherence to program policies and objectives. Subordinate project personnel may include several lower-level Research Statisticians and/or clerical staff. Conferences with subject matter specialists or program administrators are held to insure that the objectives, techniques and methods of the study are pertinent to program needs.
- Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Unless specifically indicated, the required education and experience may not be gained concurrently. Note: Calculation of experience is based on full-time, 40-hour workweeks. Part-time experience is pro-rated. Example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week will not be credited. Example: Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years.
To qualify, you must meet all of the following requirements:
- Education Requirement:
Applicants for all levels must have successfully completed one of the following:
A. A full 4-year course leading to a Bachelor's degree in an accredited college or university which has included 3 semester hours in statistics and 15 additional semester hours in an appropriate field, e.g. the physical or biological sciences, agriculture, medicine, education or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, sociology, political science, public administration, business administration, psychology, etc.
B. Four years of progressively responsible experience in administrative, professional, investigative, technical or other responsible work which demonstrated that the applicant is able to assimilate and analyze data to arrive at sound solutions to problems and which includes evidence of professional statistical work (see paragraphs below).
C. Courses as given in A above, plus additional appropriate experience as described in B or education which when combined with these courses, will total four years of education and experience and give the applicant a technical knowledge comparable to that which would have been acquired through successful completion of a full four-year course.
The experience described in paragraph B above should include evidence of professional statistical work such as (a) sampling; (b) collecting, computing and analyzing statistical data; (c) applying statistical methods to data collection or processing or in the establishment and operation of data collection systems; (d) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance and tests of significance.
Without other indication of professional statistical experience, work in the processing of numerical or quantified information by other than statistical methods is not considered appropriate qualifying experience. Examples of such non-qualifying work include statistical clerical work; statistical drafting; work requiring the calculation of totals, averages, percentages or other arithmetic summations; work involving the preparation of simple tables or charts; work requiring the verification of data by simple comparison or proofreading.
For positions involving highly technical research, development or similar complex scientific functions, selection may be restricted to eligibles who show the successful completion of a full college course in the appropriate field as designated above. In addition, some positions may require the knowledge of and application of advanced mathematical statistics; selection for these positions may be restricted to eligibles who possess such course work.
Specialized Experience:
One and a half (1-1/2) years for level III, and for level IV, two and a half (2-1/2) years of research statistical survey work which included applying statistical theory and method in planning surveys and developing questionnaires, planning tabulations, preparing cost studies or planning editing procedures related to statistical projects of some scope and moderate complexity.
Substitution of Graduate Study for Experience:
Successful completion of graduate study at an accredited college or university which included at least one graduate course in research methods and techniques or in advanced statistics may be substituted for experience to the extent indicated below:
(1) Each full year (30 semester hours or 45 quarter hours) of graduate study in an appropriate field, as described in the Education Requirement, for one year of Specialized Experience.
(2) The completion of all requirements for the Ph.D. degree in statistics or in any of the appropriate subject-matter field, including the thesis, may be substituted for all of the experience required for the Research Statistician IV level.
