DESCRIPTION

The Position
The Community and Economic Development Analyst will provide targeted support to economic development efforts in rural Lane County.  The position will work with communities to identify priorities for direct support from the County, and connect communities with other service/resource providers when support is best provided by a third party.  Within the County government, the CED Analyst will serve as an advocate for rural communities by helping communities navigate County rules, regulations, and processes, and by ensuring that County policies address rural needs.  The position will also cultivate partnerships and collaborative efforts that benefit and connect rural communities across Lane County and the broader region.  The CED Analyst reports directly to the Community and Economic Development Manager.

The Department
The purpose of the Lane County Community and Economic Development Division is to provide opportunities and hope for prosperity for current and future generations throughout Lane County.  Further, the division is guided by multiple strategic focus areas:  Strategic Infrastructure Investment, Traded Sector Economic Development which includes both business retention, entrepreneurship and business recruitment, and Economic Development Advocacy, all with an emphasis on rural prosperity.  Many of the objectives focus on strategic partnerships that foster collaboration and leverage resources.

Requirements
The minimum requirements for this position are a Bachelor's degree with three years of professional experience in economic development, public or business administration, public affairs, or a related field; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Desired requirements include demonstrated experience working with local governments, particularly in rural settings, knowledge of/training in community and economic development principles (CEcD completed or in process is desirable), familiarity with Oregon's regulatory environment.

The Ideal Candidate
Lane County's next CED Analyst will be a collaborative team member who is highly competent, passionate about providing public services, and has demonstrated experience in problem solving.  The ideal candidate will have technical experience working with local governments and their officials, have highly effective communication skills, and understand the importance of relationships.  This person will be high energy, show passion for the work, and engage with our rural partners consistent with the vision and values of the Community and Economic Development Division. 

The first level in the Management Analyst series. Incumbents perform professional-level activities related to the research and analyses of routine administrative and business management policies and practices while developing proficiency and experience related to government operations and administration. Responsibilities include preparing and presenting statistical and related reports; providing administrative and analytical support; and making recommendations regarding budget, program, contract, and/or service delivery modifications.

Schedule: Monday - Friday; 8:00am - 5:00pm.

QUALIFICATIONS

Provides professional-level staff assistance and preliminary analysis of routine policies involving organizational, administrative, and/or fiscal processes and services.

Serves as a technical resource for County information in assigned area of responsibility.

Prepares a variety of analytical reports on operations and activities in assigned area of responsibility.

Reviews agenda and contract items; ensures background information and supporting materials are available; assists departments in maintaining agenda standards.

Conducts surveys and performs research and statistical analysis; prepares related reports.

Participates in preparing requests for proposals for outside contractors.

Assists with budget preparation and administration; assists departments in preparing cost estimates for budget recommendations.

Performs other duties of a similar nature or level.

SUPPLEMENTAL INFORMATION

Bachelor's Degree and two years of professional experience in public or business administration, public affairs, or a related field; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
