Brief Description:
The Budget Director performs complex and highly responsible job duties in the preparation, maintenance, and control of the School Division's annual budget.

Detailed Description:
The Budget Director analyzes and prepares accurate financial data and reports for LCPS administration, School Board members and the Virginia Department of Education and manages LCPS responses to a variety of surveys and requests for financial information.
The Budget Services Division provides primary support to the Assistant Superintendent in the development, analysis, and review of Loudoun County Public Schools' appropriated budgets. The division is also responsible for the preparation of financial reports to the Virginia Department of Education as well as responses to financial and statistical surveys. Budget Services monitors and analyzes revenue, disbursements, and staffing trends throughout the fiscal year to ensure the solvency of the school system.
PRIMARY RESPONSIBILITIES:
* Supervises the planning, organizing, preparing, analyzing, and reviewing of the annual fiscal plan for the School Division
* Refines the budget document to improve its usefulness as an operations plan, a financial plan, a communication device, and a policy deliberations tool
* Refines the budget preparation process to improve preparation tasks for program managers
* Supervises the preparation all financial reporting outside of the comprehensive annual financial report, to include projections, monthly financial reports for the School Board and the Annual School Report; reviews for unusual or erroneous budget balances and/or for areas of concern
* Responds to inquiries from LCPS personnel, School Board members, citizens, and the press; formats reports; obtains supplementary information as needed
* Responsible for the budgetary approval and processing of financial documents in the budget and general ledger systems; responsible for maintaining the position control system to ensure that all hiring is for properly authorized positions
* Performs other tasks and assumes other responsibilities as assigned by the Assistant Superintendent for Business and Financial Services

Job Requirements:
QUALIFICATIONS:
* Holds either a Master's Degree or Bachelor's Degree in Business, Public Administration, or related field from an accredited college or university or has a combination of education and experience equivalent to graduation from an accredited college or university with a degree in Business or Public Administration
* Has experience in budget and accounting administration. Prefer school or local government experience
* Has demonstrated the professional and personal characteristics necessary for working effectively with school personnel and members of the community
* Has knowledge of the theory, principles, practices, and techniques of budgeting, finance, and accounting. Familiarity with public sector budgeting and governmental accounting is preferred
* Has knowledge of research principles and forecasting techniques to include analysis, interpretation, and use of statistics
* Has strong technical skills to facilitate complex budget analysis.
* Prefer strong proficiency with Oracle E-Business Suite, Microsoft Excel and Microsoft Access
ORGANIZATIONAL RELATIONSHIPS:
The Budget Director reports to the Assistant Superintendent for Business and Financial Services.
