Job Description

Loureiro Engineering Associates has an immediate opening for a Land Development Project Manager who will be responsible for providing leadership, management, and coordination of both project pursuits and civil/site development staff.

This Project Manager will work to identify, initiate, develop, maintain and manage a portfolio of clients. Responsibilities include writing proposals, winning business, negotiating contracts/agreements with clients/subcontractors, setting and maintaining project budgets and overseeing projects. They are the main point of contact with clients and coordinate with team members and sub-consultants. They will utilize design skills when working with other Project Managers and Project Engineers as they manage the internal teams for successful project completion. 

Project Manager Responsibilities: 

  • Responsible for overall management of a project, including supervision and oversight, plan and report preparation, entitlements and permitting, preparation and monitoring of budgets and schedules, and maintaining positive client and staff relationships;
  • Provide technical reviews, develop quality assurance and quality control procedures for projects, demonstrate planning skills, design and construction schedule, and development of cost estimating and project budgets;
  • Project staffing;
  • Mentoring and supervising technical staff;
  • Monitoring project budgets and schedules;
  • Technical report preparation;
  • Specification writing;
  • Preparation of construction cost estimates;
  • Experience with hydrology and hydraulic software is a plus.

Business Development Responsibilities: 

  • Develop tactical action plans for project and or client pursuits;
  • Put together the business development budget for the civil/site development group
  • Manage client/market development teams in the region to address client expectations and outcomes;
  • Meet regional sales goal and client satisfaction and survey participation results collectively with other business development manager for land development;
  • Identify top desired clients for the year; vet and establish regional client/market development teams;
  • Candidate shall have the demonstrated ability to develop new and maintain existing client relationships within the markets and regions we currently operate. The ideal candidate will have a client base consisting of municipal/public and private/commercial development clients.


  • Basic Qualifications: 
    • Minimum 10 years of land development project management and business development experience;
    • Managing one or multiple projects for multiple clients;
    • Bachelor’s degree in Civil Engineering or related field required;
    • Working experience with AutoCAD, preferably with Civil 3D;
    • Business Development skills;
    • Strong leadership skills;
    • Experience in aspects of site development, water distribution and sewer collection systems design, parking lots and roads, storm water management, grading, erosion and sediment control, from initial project planning through construction phase would be ideal;
    • Professional Engineering License (PE) with Connecticut license preferred.
