Terms of Employment:
12 months/230 days per year. Salary is at Administrative Management Job Group XX2 on the SAISD Compensation Plan on a Non-Chapter 21 contract. The salary range for this position is between $106,280.70 - $121,207.70 annually depending on experience.
Primary Purpose:
To assist in the attainment of District goals by managing the financial functions of the District.
Minimum Qualifications:
Education/Certification:
Master's Degree in Business Administration or Related Business Field or CPA Licensure
Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the applicant.
Experience:
Five (5) years of successful experience in business management in a school district within the last eight (8) years. Three (3) of the five (5) years must be in one or more of the following areas: accounting, budgeting, finance, inventory systems, investments, payroll, or purchasing
Three (3) years as a director or department head in a business services department of a school district
Experience in all aspects of procurement of goods and services including Local, State and Federal regulations
Experience in preparation of a Comprehensive Annual Financial Report (CAFR)
Experience in Debt Management, Investments & Public Funds Investment Act compliance
Experience in reviewing and editing various forms of contractual agreements
Special Knowledge and Skills Preferred:
Strong communication and group facilitation skills
Strong organizational skills
Demonstrated ability to work collaboratively with multiple departments and agencies
Demonstrated ability to motivate staff members
Demonstrated ability to direct the efforts of the staff to focus in organization priorities
Demonstrated ability to allocate resources efficiently and effectively
Demonstrated knowledge of Governmental Accounting and Financial Reporting
Demonstrated knowledge of Governmental entity procurement processes and compliance
Demonstrated knowledge of Local, State, EDGAR and other Federal requirements and regulations
Evidence of continuing professional development
Major Responsibilities and Duties:

Direct, plan, and establish systems, procedures, and internal controls for Financial Services Dept.
Provide supervision, direction and assistance to business operations departments within Financial Services
Review and recommend for approval consultant contracts in compliance with approved state, federal and local regulations
Review and recommend for approval all District's contracts for goods and services
Supervise the receipt and disbursement of District funds
Supervises the preparation of financial statements and reports
Ensure compliance with district cash management policies/guidelines
Coordinate the activities between the school district and the Bexar Appraisal District
Ensure compliance with the Texas Education Agency Financial Accountability System
