Purpose

The Associate Director provides leadership for managing the daily operations of the Main Campus power complex, chilling stations 3, 4, 5, 6, 7 and the chilled water thermal energy storage - TES facility along with the Pickle Research Campus - PRC chilling stations and TES.

Essential Functions

Lead the combined heat and power production of electricity, steam, chilled water, distributed demineralized water, and compressed air. Supervise the daily operation of the Carl J. Eckhardt Heating and Power Plant 134 MW, steam plant 1.2 million lbs per hr, chilling stations 60,000 tons, TESs 10 million gallons, and the PRC Texas Advanced Computing Center chilling station 3,750 tons and related TES 1.2 million gallons along with other cooling plants at PRC. Manages the day-to-day nominations for purchased natural gas and projects the annual budgetary use of fuel in partnership with the Associate Vice President. In the absence of the AVP, assumes AVP responsibilities and assures compliance with University policies and procedures. Develops strategic and mission planning, internal controls, design modifications and upgrades in addition to the preparation and administration of the plant operations budget. Reviews plans for new buildings and building renovations that impact plant operations. Plans and implements engineering methodology, instrumentation procedures, metering, data acquisition systems, plant and distribution system real time models. Supervise and train in the development of goals and long range plans for effective and efficient operations. Plan and supervise the inspection and overhaul of turbines, boilers, chillers, and related equipment. Oversee the management of engineering specifications for contracts and equipment purchases. Direct the work to ensure work is performed safely and efficiently and that materials and equipment are used effectively and efficiently. Recommend and investigate training programs, assess personnel skills, recommend personnel performance actions, interview new applicants, and make hiring and promotional recommendations. Serve as an active team member within the Utilities and Energy Management Department - UEM and Utilities, Energy and Facilities Management departments. Serve as an Administrative Officer of the University. Provide UEM related advice to other campus facility organizations as needed. Be available on a 24-hour basis for problems which may occur in the plants. Serve on committees as assigned. Drive a UT vehicle. Maintain acceptable driving record per UT System?s Policy UTS157. Evaluate and review salaries and personnel action including disciplinary activities, for concurrence with University Policies and departmental requirements.

Licenses: 

Class "C" Operator's Driver's License. Applicant selected must provide a current three year Driving Record from the current state of residence. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident.

Marginal/Incidental functions

Perform other related functions as assigned. Attends staff meetings, safety training or meetings, and plant operation and maintenance training courses. Required to carry University cell phone during work and on-call hours.

Required Qualifications

Bachelor's Degree in Engineering. Licensed Professional Engineer in a related discipline or the ability to obtain a license within 2 years. Five (5) years of experience in energy management, engineering, power plant or similar operations administration, supervision, and operations of which at least five (5) years shall have been in a managerial capacity. Working knowledge of electricity, steam, chilled water generation, and distribution systems, in operating and maintaining a combustion turbine based power plant, and managing a District Energy System. Demonstrate the ability to foster a safe and cooperative work environment with a demonstrated proficiency and knowledge of the utilities business and the forces affecting it. Demonstrate experience in decision making, budget management, and environmental stewardship. Demonstrate a proven track record of leadership and creating an environment of employee involvement and continuous improvement with skills that effectively motivate and influence others and interfaces effectively with various groups and cultures. Equivalent combination of relevant education and experience may be substituted as appropriate.

Preferred Qualifications

Five years experience in the operations and maintenance of gas and steam turbines, industrial chillers, and associated equipment. Experience in the use of real time dispatch for power and steam production, chilled water plant optimization, and real time chilled water distribution models. Experience in the design, development, and troubleshooting of Ethernet communications systems that interface Ovation controls, Allen Bradley PLCs, human machine interfaces, and related systems.
