Yamhill County, Oregon is actively searching for an accomplished financial professional to manage the accounting and finance division. We are seeking a manager who will hold a key position on the management team, participate actively with elected officials and department heads, and work cooperatively and constructively with employees at all levels in the organization. The manager position requires knowledge and skill in local government operations and issues. Excellent benefit package includes medical, dental, and vision plans (county pays 99% of premiums), county paid PERS, county paid life insurance, paid leaves, paid holidays, voluntary health savings, voluntary life insurance, and deferred compensation retirement options. Manager receives 5% incentive for role as Deputy Treasurer.

The Financial Services Manager:

The manager reports directly to the County Administrator. The manager, under general direction provided by the Deputy County Administrator, is directly responsible for planning, directing, and oversight of the operations of the accounting division, including general ledger, accounts payable, cash receipting, payroll, financial reporting systems, and preparation of the annual audit report which includes a separate review for federal grant compliance. The Accounting Division is comprised of 5 full-time employees. Additional responsibilities include assisting in the preparation of the annual budget and serving as the manager for one or more small county service districts. This position also serves as the Deputy County Treasurer. The county’s current budget is $140 million.

 

Qualifications:

Knowledge of generally accepted accounting principles and governmental accounting standards; methods, and practices of management; ability to work with and understand the operation of an automated accounting system; some municipal budgeting experience or knowledge; substantial knowledge of the legal requirements governing processing of payroll and fund accounting . Education equivalent to a four year university and five years work experience or any satisfactory

combination of experience and training which demonstrates the knowledge, skills, and abilities to perform the duties of the position. Previous experience in a similar position or as a senior accountant in a public sector organization and a CPA desirable. A thorough background check will be part of the final consideration for hire. Yamhill County uses a browser-based front-end accounting software package to perform financial functions and to report budget performance. Strong computer skills are an essential component of the position. Desirable qualities include a commitment to working in a collaborative, friendly team environment. The ideal candidate

will be intuitive, flexible, adaptable, and able to exercise good judgment, with proven skills in personnel development, supervision, and the ability to be considerate and respectful of employees. The position will, as needed, work alongside employees to process payroll and other functions.
