Job Summary:

The Certified Safety & Health Official provides organizational leadership for Ceres’ comprehensive corporate safety program, including all mission or project-specific safety plans. The ideal CSHO would also serve as the organization’s Risk Manager handling all risk assessment, risk/claims management, loss mitigation and investigations.

Duties & Responsibilities:

  • The CHSO will leverage an extensive skill set and industry knowledge to design and implement safety and risk management programs, stay abreast of changes in the safety and risk management industry to advise the organization on new or evolving risks.

  • He or she is responsible for serving as Ceres’ leading safety authority and presence nationally and internationally, as necessary. Lead and execute all corporate and project-specific safety initiatives in accordance with company objectives and procedures.

  • The CSHO takes action to ensure compliance with federal and state regulations, as well as advises managers on safe work methods and practices including environmental hazards.

  • The Risk Manager component requires the candidate examine and recommend risk management, risk & safety techniques and may be actively involved in the research and procurement of insurance coverages. 

    Responsibilities include, but are not limited to: 

    • In conjunction with senior management team, manage and build relationships to ensure high level of client and compliance authority satisfaction this includes: OSHA, USACE and any and all local, state and federal entities.
    • Respond to crisis management situations and assist in leading the safety component at every incident/event whether personally or through subordinates.
    • Review, assess and make recommendations for improvements in Ceres’ risk management processes and procedures including all aspects of safety, fleet/DOT, worker’s compensation and other regulatory compliance as needed
    • Assist in the strategic development and implementation of management tools and risk related services

Essential Qualifications:

This position requires a minimum of ten (10) or more years of progressively-sophisticated experience in a dynamic self-performance construction environment including work for the U.S. Army Corps of Engineers (USACE), the Department of Energy (DOE) and the Department of Defense (DOD).  The ideal candidate also will have effectively managed and administered a comprehensive risk and claims management program including carrier review/selection, worker’s compensation case/care management and investigations.

  • Bachelor’s or Master’s degree in Safety Management or related discipline or the equivalent of education and experience. Certification as a Certified Safety Professional (CSP) is preferred.
  • 10+ years of contiguous SSHO high-level construction safety & risk experience including extensive knowledge of the USACE Safety & Health Requirements as outlined in EM 385-1-1
  • Knowledge and experience with: the Code of Federal Regulations (CFR) – 29 CFR 1910, 29 CFR 1926 and the National Fire Protection Association (NFPA), American Society of Engineers (ASSE) and the ASME International Standards.
  • Excellent verbal and written communication skills including demonstrable experience writing submittals such as Health & Safety Plans, Activity Hazard Analyses, Accident Prevention Plans, etc.
  • Cultural and collaborative personality traits that exhibit good working relationships are vital
  • Strong leadership and conflict resolution management skills required
  • Excellent organizational and decision making/problem solving skills
  • Strong client service skills, advanced presentation skills and track record of timely submissions and a solid reputation for excellence within the federal safety community
  • Thorough knowledge of fleet and DOT operations
  • A CSP or similar designation as well as advanced OSHA authorizations
  • Strong technical and insurance risk management knowledge including investigations, case and care management
  • Advanced technology skills in Microsoft Word, Excel and PowerPoint and other technology platforms as needed
  • Valid driver’s license, acceptable driving record and access to a reliable vehicle
  • Ability to travel up to 50%

Essential Job Functions:

Safety

-Develops, submits, and implements project-specific safety and health compliance program plans  for various public and agency clients to include Pre-Construction (Accident Prevention Plans, Activity Hazard Analyses ), Test Reports and Exposure Monitoring and Post Construction Deliverables.

-Develops, submits and implements risk management policies, procedures, training, and programs at corporate and project-specific levels for various private or public clients at federal, state and local levels.

-Analyzes the risk & safety needs based on compliance with safety regulations, client needs, and company standards; and recommends necessary changes to all policies and programs.

-Able to critically think creatively and develop new and innovative risk & safety programs

-Directs and evaluates the performance of assigned staff; establishes performance requirements and regularly monitors performance and provides coaching for performance improvement and development; recommends compensation and takes disciplinary action when necessary. 

-Provides leadership and support to executive leadership, field supervision and field personnel in monitoring the effectiveness of processes and programs implemented, including but not limited to accident investigations, safety best practices and audits. 

-Develops measurement & analysis tools and metrics to assess the overall safety program performance

 

Fleet and DOT

-Responsible for all fleet vehicle compliance, this includes passenger vehicles and all DOT operations

-Develops safe driving programs and accident reduction strategies

-Collaborates with fleet operations & maintenance on safety & compliance issues

-Develops measurement & analysis tools and metrics to assess the overall fleet operations performance

-Manages employee conflict work matters and determine best resolution/outcome (to the confidence of both employees and managers) 

-Manages difficult situations regarding employee harassment complaints and determine action plans for resolution

 

Additional Ideal Job Functions:

 

Risk Management

-Assesses exposure to risk and adverse consequences of construction activities. 

- Collaborate with others when negotiating policy terms and limits.  Recommends the purchase of insurance, coverage limits and deductibles to ensure adequate protection against loss at the most effective cost to the Company. 

-Collaborates with insurance broker in the management of workers compensation, liability, auto, and property & casualty claims. 

-Manages and oversees the administration of the workers’ compensation program, including claims and claim costs, claim reviews, employee injuries and the company TRIR.  Informs Company senior management of adverse risks, serious claims, TRIR, etc.

-Assist management with subcontractor selection process – determines: subcontractor prequalification requirements, determines insurance specifications based on type of work, reviews subcontract agreement for required insurance & indemnification requirements

-Ensures departmental goals are met and actively pursues their attainment.

-Participates in client meetings as requested to promote the corporate safety & risk Management programs.

 

Claims

-Responsible for overall management, development, implementation and administration of Ceres’ claim management program

-Assists with management of all lines of claims, including: Workers’ Compensation, General Liability, Auto, Property, Contractors’ Equipment and other lines that affect operations.

-Analyze claim trends and develops statistics and other financial data

-Works with applicable insurance carriers on claim resolution strategies
