Lane County Behavioral Health Services encompass a broad array of services and programs. Services include treatment for children, families, and adults. Services can be accessed through a variety of programs focusing on mental health issues. Lane County Behavioral Health Services is a public mental health provider receiving funding from state mental health grants and client fees, some of which may be in the form of Medicaid, Medicare, and other insurance carriers' reimbursements.

This position will provide leadership for Lane County's Community Mental Health and Local Alcohol and Drug Program, including outpatient clinical services, protective services, crisis and commitment, and overall system coordination. This position will manage a large outpatient mental health clinic currently serving 1200 adults and 400 children, as well as an established Methadone Treatment program serving almost 200, and a new and growing Suboxone clinic. This position will also work with community partners and payers to coordinate a system that provides a continuum of care from prevention through treatment and aftercare, that promotes a culture of resilience and recovery.

This position is an exciting opportunity for a leader with mental health expertise who has a passion to serve the community, and enjoys collaborating with partners from public safety, primary care, and housing and homeless systems to help improve lives. The successful candidate will be someone who values organizational health and who is driven to connect--with staff, with clients, and with community partners.

This is the second-level in the general management series and is distinguished from the first level by the responsibility for a large division or programmatic area within a department, typically encompassing broad or multiple functions, programs and/or services, and participation in department wide planning and prioritizing of programs and goals. Incumbents are responsible and accountable for allocating division resources and funds and collaborating with other divisions, departments and outside agencies to ensure implementation of programs and services. The management of activities and operations is typically achieved through direct supervision of managers and supervisors or coordinators.

Leadership and Direction: Provide direction through a clear vision to provide services at Behavioral Health that best meet evolving community needs, meeting the interests of multiple stakeholders including clients, the public, providers, community groups, and employees. You will bring your leadership, relationship skills, operational oversight and advocacy experience to the daily operations and administrative functions of Behavioral Health.

Networking and Collaboration: 
You will serve on the department's  Leadership Team as a principal advisor and participant in decision making processes where budget and operational decisions are made that impact the entire department. You are a champion for integration of mental health services with the public safety system, including mobile crisis services, jail diversion, and mental health services in the jail; as well as with other service systems within H&HS, including primary care, housing, and developmental disabilities.  You represent Behavioral Health as well as the County, to the public, local agencies, other mental health professionals, and with elected officials throughout Oregon and the country; you encourage collaborative relationships and networking in an effort to identify and incorporate evidence based practices and enhance the integrated care model and service delivery. You also develop relationships with community partners and non-profit agencies to ensure a strong community mental health system.

Program Management: You will plan, organize, manage, and administer the Behavioral Health division, and develop and implement division and department strategic plans, with a focus on ensuring access to care and reaching the Triple Aim: quality of care, improved health outcomes, and cost containment. You will implement and assist in the development of mental health and addiction service policies, procedures, and business practices, and evaluate goals, objectives, priorities, and activities to improve performance and outcomes of BHS. You will coordinate division and program services and functions with other government agencies and negotiate cross-system partnerships.

QUALIFICATIONS

1.  Supervises staff within a large division or programmatic area within a department to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.

2.  Provides oversight and directs the operations of an assigned division or large programmatic area within a Department, which includes planning, implementing, coordinating, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; interprets and oversees compliance with Federal, State, and local laws, regulations, codes, and/or standards.

3.  Directs and reviews the analysis of management information; formulates recommendations based on findings; manages priorities, work processes, and procedures; ensures adherence and compatibility with organizational goals, objectives, and strategic initiatives.

4.  Directs the research, interpretation, updating, and maintenance of a variety of records, databases, and logs.

5.  Manages and participates in the preparation, review, and submittal of a variety of reports, reconciliations, work papers, promotional efforts, communications, schedules, tables, and/or statements to and from internal departments, financial institutions, governmental entities, and external agencies.

6.  Participates in/on a variety of task forces, meetings, committees, and/or training sessions; develops partnerships and interagency initiatives.

7.  Responds to requests for information and provides subject matter expert guidance to other departments, consumers, the general public, and/or outside agencies.

8.  Performs administrative oversight of agreements, contracts, grants, and/or regulatory compliance issues.

9.  Researches and communicates the impact of potential legal or regulatory changes on the organization.

10.  Develops and administers division budgets; approves expenditures; reviews financial statements; manages financial operations.

SUPPLEMENTAL INFORMATION

Bachelor's Degree and six years of progressively responsible experience related to area assigned, including supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Some positions may require a Master's Degree, Juris Doctorate, or Medical Doctorate specific to area assigned.

  • Master's degree from an accredited college or university with major course work in a mental health field,  psychology, counseling, social work, or a related field.
