DESCRIPTION

Lane County Administration seeks a Senior Management Analyst to manage facility design and construction projects in the office of Capital Improvements.The incumbent will work independently and provide assistance to the Capital Manager, oversee and evaluate the work of Project Developers and Project Coordinators as required, and frequently manage contracts for professional services.

What you'll do:

Coordinate communication of project planning and design issues between design professionals and County staff; coordinate technical review processes with appropriate County staff.

Direct Architects, engineers, and other professional consultants to ensure conformance with established facility management standards, project budgets, and project schedules; prepare documents for internal project authorization.

Direct Construction Contractors to ensure conformance with established facility management standards, project budgets, and project schedules.

Participate in the development of project budgets and projects schedules; prepares documents for internal project authorization.

Participates in development of professional service agreements with architects, engineers, and and other professional consultants; defines scope of work; negotiates fees; writes service agreements.

Participates in development of professional service agreements with construction contractors.

Administers multiple capital projects simultaneously; manages expenditures; authorizes contract payments; coordinates project scheduling and planning.

Provides technical and/or professional consultation to other sections, divisions, or departments within the County on facilities related issues.

Prepares procurement documents and administers selection processes for professional consulting and construction services.

The second level in the management analyst series. Incumbents perform full, journey-level professional activities in the research and analyses of a variety of administrative and business management policies and practices. Incumbents have broad-based accountability; are responsible for researching, evaluating and reviewing complex policies, practices, contracts, and services; and making strategic recommendations requiring a solid knowledge of local government operations and administration. Incumbents may have lead or formal supervisory responsibilities.

Schedule: Monday - Friday; 8:00am - 5:00pm.  Must be available days, evenings, or weekends, due to the nature of the position and its distinguishing characteristics.

QUALIFICATIONS

Performs project and policy analysis, which includes conducting research; determining and raising pertinent issues; summarizing findings; presenting results; administering programs; and performing other related duties.

Manages special studies and projects, which includes setting up contracts; establishing and monitoring timelines; preparing requests for proposals; selecting consultants; ensuring compliance with applicable regulations, specifications, and/or requirements; monitoring project budgets; tracking projects; preparing related reports; and performing other related duties.

Serves as a liaison with employees and external organizations; represents the department and/or County at a variety of meetings, public events, negotiation sessions, training sessions, on committees, and/or other related events.

Manages, coordinates, and administers special projects, which includes publicizing projects; processing invoices; monitoring budget; and performing other related activities.

Prepares a variety of reports summarizing project, study, and program data; analyzes related data and makes recommendations based on findings.

Prepares and administers grants and/or contracts.

Performs other duties of a similar nature or level.

SUPPLEMENTAL INFORMATION

Bachelor's Degree and four years of professional experience in a field directly related to area assigned; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Postgraduate coursework or a Master's Degree is preferred.
