Position Summary:The University of Alaska is seeking a Lead Analyst Programmer for our ERP’s Human Resources module to join our Enterprise Applications team. On this team you would work among a diverse set of professionals that are passionate about enabling life changing, cost-efficient postsecondary education that adapts to the learning needs of Alaskans and pioneering visitors from around the globe. This position serves as a liaison and advocate for ERP technical matters for our human resources information systems department that spans our three universities. An excellent candidate would be: familiar with many of the human resources processes; experienced in software development; experienced in managing upgrades for an ERP in this area; experienced in project management; and enjoys working with a diverse set of individuals of various technical capabilities.

Duties:

1 Leadership: Acts a liaison and coordinator to the specific functional area of the ERP, bridging technical and non-technical aspects for UA stakeholders. Stays technically current on ERP roadmap, currently available vendor software, and related developments and shares with the functional stakeholders. Leads and coordinates relying departments through creating ERP change requests and information gathering to facilitate the processes, changes, and integrations that are needed for the UA system stakeholders. Actively seeks ways to improve the systems, processes, and related workflows in the ERP functional area and align them to vendor and industry best practices. Leads ad hoc project teams by assigning tasks and resources. Coordinates timelines and resources with management, assuring uninterrupted work and on time delivery to functional stakeholders. Effectively passes along accurate and detailed knowledge of technology, processes, and procedures to others. Acts as functional and technical expert within the department as well as OIT in general. Accepts and conducts stewardship of junior staff and student employees to achieve goals set by management and in support of the functional stakeholders. 25% Technical: Identifies, recommends, designs and develops, deploys and administers application solutions for University users and departments to address mission critical information resource needs. Researches, recommends, implements and improves technical processes to provide efficient and supportable services. Identifies and assesses alternative solutions for presentation to decision makers. Utilizes departmental software engineering policies and procedures for the creation, support, and/or maintenance of ERP application and interfaces including requirements gathering, design, development, implementation, testing, documentation, and deployment. Creates, maintains, and improves other departmental and system-wide software applications as assigned. Implements and supports non-Banner systemwide application solutions, providing programming, analysis and project management expertise. Acts as a department project leader for implementing application systems in conjunction with other departments and vendors. Integrates academic and administrative application software with Banner and other existing UA enterprise information systems. Creates and maintains Banner Business Rules for interfacing with UA systems. Maintains currency and excellence of technical skills and readily learns emerging technologies. Coordinates and leads in-house and outsourced maintenance and customization of ERP application and interfaces. Accurately and efficiently applies software upgrades following departmental policies and procedures. Creates, maintains, and improves departmental standard operating procedures. 3 Operational: Participates in stakeholder work team meetings related to one or more functional areas of the ERP, providing strategic and technical guidance and acting as the focal point of functional and technical issues from the user community. Collaborates and communicates frequently with those departments using the specific functional area(s) that the lead is responsible for. Coordinates patching and upgrading of the ERP related to their functional areas. Actively participates in applying patches and upgrades during non-business hours for the system. Analyzes existing functional business procedures, and provides guidance concerning improvements utilizing existing or emerging technologies. Applies communication skills to convey business policies and procedures to technical staff and translate highly technical content to business analysts, managers, and directors. Works with end users on problem resolution and enhancement solutions. Working independently, analyzes, prioritizes and manages multiple assignments to ensure completion within expected timelines. Maintains full knowledge of projects in preparation for detailed discussions with key staff and customers at various levels of expertise and understanding. Conducts clear, correct, concise, and professional presentations to diverse levels of UA administrative and executive staff. Consistently produces solutions that satisfy identified requirements, have been appropriately tested, are functionally correct, and meet University Community, MAU, and/or departmental expectations. Maintains accurate task information in task tracking system. Collaborates and works with others in order to complete a project or a task- usually as project lead for the specific functional area. Consistently meets deadlines and effectively utilizes his/her time. Professionally accepts and provides critiques of work products. Evaluates, selects, and uses the most effective tool for the job. Effectively coordinates activities with the staff so as to meet deadlines and keep multiple assignments progressing forward. 4 Project Management: Identifies the business value the University community will gain from proposed new systemwide application or from the interface to/from the ERP and another application. Analyzes the technical and functional feasibility. Develops a work plan for staffing, tracking, controlling, and directing the project following established project management guidelines. Identifies major milestones, dependencies (technical and staffing), appropriate level of documentation and deliverables along the project lifetime. Gathers requirements and converts them into detailed specifications and designs by collaborating with project stakeholders. Provides documentation for both end users and technical staff as needed. Coordinates resources in order to ensure smooth delivery and ongoing maintenance and enhancement. Is responsible for tracking project progress and communicating status to stakeholders and OIT management. Represents EAS and provides Banner expertise on cross-departmental teams for implementations of purchased software solutions. Transfers knowledge to individuals responsible for maintenance and enhancement of the automated process including OIT staff and end users. Documents and conducts meetings before, during and at the close of a project. Works with other technical staff within OIT and with users across the state to successfully implement new applications and processes. Essential

Knowledge, Skills, Abilities:

This position is in support of the Ellucian Banner product which we are migrating to a cloud hosted environment. Although experience is most directly applicable from previously supporting Banner, we are looking for someone with a matched skill set that can be gained in supporting a non-Banner ERP and general software development.

Advanced knowledge of policies internal or external to the institution as they relate to the computing environment in higher

education. Knowledge of FERPA, HIPAA, and UA policies is expected.

Extensive experience and proficiency utilizing software engineering principles and techniques.

Experience in supervision of and collaboration with technical staff.

Theoretical and practical functional knowledge and skills in an ERP for the associated function area.

Knowledge and expertise with scheduling systems and automated process management.

Domain Knowledge:

Knowledge of regulatory compliance associated with the specific domain.

Knowledge of common practices related to the specific domain.

Ability to facilitate domain specific needs related to regulatory and other compliance needs.

Banner ERP Related Knowledge/Skills/Abilities:

Experience in maintaining and configuring the Banner ERP.

Experience in upgrading and deploying Banner ERP software using ESM.

Knowledge of the current Banner Security model and use of the Banner Access Management tool.

Expertise in the domain area of Banner for both administrative and self service areas.

Experience and expertise using one or more of the following specific Banner tools including but not limited to Banner Communication Management, Banner Workflows, Banner Event Publisher, Ellucian Ethos, Jasper Reports, and Banner Page Builder.

Expertise in enhancing and augment the Banner baseline code and a working knowledge of the development ecosystem.

Typical Experience:

5+ years of relevant experience in a broad range of complex software engineering projects and/or assignments

2+ years of relevant experience in the specific domain area.

2+ years of relevant experience in project management within a large and complex computing environment.

Required Education or Training:

Master’s degree in a relevant field (i.e. Information Technology, Computer Science, or other related field) and 4 years progressively responsible experience, or an equivalent combination of training and experience.
