Job Description: JOB TITLE: Workforce Development Programs Project Manager REPORTS TO: Director of Programs COMPENSATION: $72,396- $101,880 depending on experience Who We Are Seeking Workforce Development Council of Seattle-King County is seeking an innovative Workforce Development Programs Project Manager. Who We Are The Workforce Development Council of Seattle-King County (WDC) is a nonprofit, grant-making organization dedicated to creating career pathways for adults and youth through demand-driven workforce and training programs in the Seattle-King County region. The WDC forges relationships across industries and sectors in order to contribute to an inclusive and dynamic regional economy, in which all residents and their families thrive in careers defined by growth and self-sufficiency. The WDC serves as the Local Workforce Development Board, designated by the City of Seattle Mayor and King County Executive, to set policy and administer federal workforce development funds under the Workforce Innovation and Opportunity Act (WIOA). In late 2018, the WDC Board of Directors and its stakeholders set a new vision for a region-wide workforce development system and role of the WDC to better align and integrate the workforce systems ability to: Remove barriers and provide equitable opportunities for residents to obtain and grow into living wage jobs and careers;Coordinate targeted educational enrichment and training to elevate workforce capabilities toward greater prosperity;Meet the employment needs of the region through innovative and collaborative partnership; andDemonstrate a commitment to equity and inclusion that honors the rich diversity of our region and enables regional prosperity. Our hiring is guided by selection of individuals that can strengthen the WDC to become a best in class, innovative, regional workforce development backbone organization that serves as a catalyst for leveraging and aligning resources that increase equity and maximize outcomes. Position Overview The WIOA & Programs Project Manager will assist in management of Workforce Development Councils WIOA funded contracts and will work primarily with our customers, and business affiliates In this role the WIOA & Programs Project Manager will oversee contracts & grants, administer deliverables, ensure compliance measures are fulfilled and serve as liaison between WDCs clients and affiliates associated with WIOA and additional workforce programing. WIOA is a federal program funded through the U.S. Departments of Labor and Education. The WDC is responsible for setting the vision for and overseeing the coordination of services provided with these resources in the Seattle-King County region. WIOA is designed to help job seekers access employment, education, training, and supportive services to succeed in the labor market and to match employers with the skilled workforce they need to compete in the global economy. WIOA requires that services be delivered to any individual who needs help getting or keeping employment, to specific populations that face barriers to employment and to businesses needing help to find and retain an appropriately skilled workforce. In the Seattle-King County region, these services are provided through the WorkSource System, which is part of the national American Job Center Network. WDC Project Managers are skilled in forming reciprocal, effective external partnerships that inform our strategic direction and definitions for successful outcomes. Beyond compliance, our Project Managers exhibit capacity for examining the root causes of inequities and identifying and advocating for policies that lead to systems change. The Project Manager will demonstrate innovation, a sense of grounded racial equity analysis, and ability to be guided by community voices when shaping responsive workforce services and programming. Union Represented: Yes Duties and Responsibilities System Building, Strategic Relationships, and Policy 25% Connect with, learn from, and build relationships with external stakeholders to advance the organizations vision of a responsive and equitable workforce system including industry and employers. In a commitment to advance racial equity and undo systems of oppression; assess, develop, and advocate for federal, state, county and city policy and budget priorities related to workforce development. Able to manage a high degree of complexity and to distill information, able to think strategically as well as effectively developing key processes and distribute information across multiple channels and mediums. Facilitation and Convening 20% Build and nurture strong local partnerships with community organizations, including business, education and system partners. Work in partnership across organization and external partners to embed racial equity, cultural competence and diversity across workforce system. Capacity Building 15% Serve as a resource and partner with WDCs designated One Stop Operator in administrating training opportunities for regional workforce system partners to engage with coaching, learning communities and resources to improve practice, effectiveness and organizational functions to scale impact. Contract/Grant Management 40% Focus on the relationship between the Workforce Development Council of Seattle-King County and partner agencies throughout the contract lifecycle from award to closeout. Responsibilities include Program Design and Implementation, Contract Development, Performance and Accountability, Monitoring, Records Retention, Budget, Technical Assistance and other related contract duties such as procurement. Other duties as assigned. Qualifications Project Management Exhibits strong leadership in managing high-profile projects and deliverables of varying timelines simultaneously across a distributed set of stakeholders without direct ownership of resources.Holds strong attention to detail with a primary focus on execution.Proven track record of developing effective partnerships and trust across diverse groups.Inclination toward innovation and systems improvementExperience in holding spaces and incorporating the perspectives of diverse communities, including BIPOC communities, in the consideration of impacts and outcomes of a decision-making process.5+ years in project management planning with the ability to prioritize work in a rapidly-changing environment and synthesize information from a volume of data and ambiguous situations.5+ years in extensive project planning, research, and administration of workforce programs.Serves as a Subject Matter Expert in grant writing and development.Capable of providing solid contributions and influence across non-direct reporting teams and enjoys working in a team environment.Agile in fast-paced environments while executing good judgement. Community Engagement3+ years experience working in a community-based or systems-based programs in workforce development.Experience working with vulnerable populations including but not limited to communities of color, immigrant and refugee communities, and low-income communities.Experience working directly with individuals, families, and young adults, primarily youth in workforce development.Proven success leveraging resources on behalf of individuals and businesses.Provide community engagement while cultivating relationships with non-traditional stakeholders. CommunicationsLeads in building trust, influence, and relationships with diverse stakeholders and team members at all levels, and had the ability to leverage relationships to accelerate delivery, and the ability to use these skills to facilitate connection with internal and external stakeholders.Active listening, including attention to speakers, comprehending whats being said, responding and reflecting on what's said, and retaining the information for later.Ability to present to and engage diverse audiences: racial, ethnic, and socioeconomic diverse communities.Ability to identify strategies and approaches to recognize and respect communication styles for working in partnership with diverse cultural environments. RequirementsPost-secondary training, certificates and/or degrees in areas including business administration, economic development, public policy, community development, or human services, plus five years experience in workforce development or directly related field; OR equivalent combination of education and experience that allows one to demonstrate competitive capacity.Holds a proven track record in coalition building or leading collaborative group enterprises.Exceptional written, presentation, and verbal communications skills.2-3 years combined experience in contract management, equal employment opportunity, and research and data analysis.Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds.Proficiency working with Windows-based software including Internet, Adobe Acrobat, and Microsoft Office (Outlook, Word, Excel, PowerPoint, Teams, etc.).Accomplished training(s) specific to diversity, equity and inclusion.Lived experience of identified underserved priority populations this position will serve Working Environment and Conditions Job Details This position is full-time exempt. Currently staff are on a hybrid arrangement temporarily, such as most staff are working remotely with light commutes to the office for team meetings or client engagements. Some travel may be required to site visits for our partner affiliates. The compensation range for this role is $72,396-101,880 depending upon experience.
