Job Description

JOB SUMMARY

This is management and administrative work directing the distribution maintenance and construction operations of the Electric Department.

 

The Operations Superintendent is responsible for the operation, maintenance, and routine construction work of the electric distribution system. The Operations Superintendent supervises, plans, and coordinates the activities of the electric distribution division staff within the Electric Department; coordinates electric distribution activities with other divisions and departments, outside agencies, and the general public; and provides complex staff assistance to the Electric Director.

 

The Operations Superintendent functions with a high degree of independence and utilizes sound professional judgment, demonstrates planning and organizational skills, and establishes priorities, programs, and acceptable performance levels for their functional area. The Operations Superintendent shall demonstrate leadership, management, and technical skills through effective communication and collaboration, proper use of team resources, progressive decision making, personal accountability, ethical conduct, and responsibility. 

 

ILLUSTRATIVE JOB DUTIES AND RESPONSIBILITIES

  • Plan and direct the operation of the electrical system. 
  • Supervise, directly or indirectly, a variety of line crews and departmental support functions. 
  • Review engineering requirements of the electrical system and participate in evaluating system needs; work with consultants and others in the design of projects and capital improvements; and participate in securing right-of-way and easements. 
  • Review field projects both while work is in progress and upon completion, and provide technical assistance and advice when required. 
  • Participate in the development and administration of the electric distribution operations and capital improvement budgets; forecast funding needs for staffing, equipment, materials and supplies; monitor and approve expenditures and recommend adjustments, as necessary.
  • Evaluate equipment specifications; prepare and implement employee training. 
  • Perform other related work as required. 

 

JOB REQUIREMENTS 

  • High school diploma (Bachelor's Degree from an accredited four-year college or university preferred), supplemented with electrical engineering or related courses and five (5) or more years relevant work experience or an equivalent combination of education and experience that provides the skills and abilities required to perform the job. 
  • Extensive and progressively responsible knowledge and experience in the construction, maintenance, and repair of high voltage electrical systems: including methods, materials, and tools used by the trade. Considerable knowledge in the principles and practices of electrical theory, engineering, and safety as applied to electric utility system.
  • Experience in coordinating storm and outage restoration, and mutual aid activities. 
  • Experience in directing line clearance and street right-of-way maintenance activities.
  • Possess a valid State of Michigan driver's license. 
  • Knowledge and experience in reviewing and analyzing engineering plans, prints, reports, and records. 
  • Good verbal and written communication skills. 

 

Ability to:

  • Assure all federal, state, city, and department safety rules, regulations, and policies are followed.
  • Provide recommendations, develop and document policies and procedures to improve work methods.
  • Demonstrate the process to access, to input, to process, and to retrieve information through the use of computers, mobile devices, and software: including applications and specialized electric utility planning, scheduling, and operations applications.
  • Maintain accurate records of time, materials, equipment, and to prepare reports of completed work.
  • Maintain effective working relationships with subordinates, management, and general public. 
  • Ability to effectively work with multiple priorities, deadlines, and time constraints, as well as changes in work priorities.
