Job Description

JBS International, Inc., a North Bethesda health and human services consulting firm, seeks a senior research associate with expertise in quantitative analyses and experience with qualitative analysis to join a fast-paced multidisciplinary research team to play a key role in directing projects and supervising project staff; monitoring budgets and quality control procedures; and ensuring compliance with all project requirements. The Senior Research Associate will direct study design and implementation, quantitative and qualitative data collection and analysis, development of all procedures used in studies, and presentation of research results both orally and in writing to a variety of audiences. Additional responsibilities include business development for the Clinical Advancement Impact Center focusing on maternal health and directing the development of proposals for the Center and beyond. This senior member of the team brings deep knowledge in specific subject areas, that increases the capacity and performance of the team. In addition, the Senior Research Associate responds in a timely fashion to requests from clients and provides effective leadership in team efforts to continually refine procedures and analytic approaches to maximize responsiveness to client information needs. The position requires project-dependent specialized knowledge (e.g., behavioral health) and experience (e.g., Federal contracting experience). In coordination with the Clinical Advancement Impact Center Lead, this team member will help lead identification and pursuit of new business opportunities, participate in capture planning, as well as manage proposal development and support collaboration across JBS Centers.

Additional Requirements: This person will need to pass a drug screening, client background check. You must have lived 3 of that last 5 years within the United States.

ESSENTIAL JOB FUNCTIONS:

  • Provide independent leadership of complex, and/or multiple projects.
  • Contribute to team qualifications by offering Federal contracting experience and/or academic publishing experience in evaluation and/or content area of team projects (e.g., behavioral health including substance abuse and mental health; maternal and child health)
  • Write professional-quality reports and deliverables for clients and create other high-quality project deliverables (e.g., PowerPoint presentations).
  • For research/evaluation projects, present research findings orally at client meetings and local, regional, or national conferences to a variety of audiences
  • Lead project-related meetings and communicate clearly with clients, subcontractors, and grantees/awardees, as appropriate.
  • Monitor allocation of labor resources to ensure that the project has the labor and other resources needed to execute require work effectively and efficiently.
  • Work with the Project Management Office and Center Lead to ensure development and consistent implementation of policies and procedures, quality assurance processes, and to identify cross-project issues and successes to ensure the transfer of lessons learned and increased efficiency across projects.
  • Review and approve all deliverables prior to submission.
  • Work with the Center Lead to develop and monitor the project budget and expenditures; proactively addresses potential issues; ensure project stays within budget; and spends allocated funds.
  • Support the annual performance evaluation process for supervised staff persons; revise job descriptions as necessary; ensure staff resumes are current.
  • Approve, for each direct report, staff time sheets, leave requests, and expense reports.
  • Interview all senior staff candidates and approve hiring of all project staff in collaboration with the Center Lead.

· Actively support, in coordination with the Center Lead, business development opportunities including but not limited to new proposals and project rebid proposals.

MINIMUM JOB QUALIFICATIONS:

Education: Doctoral Degree in maternal health, public health, and/or policy.

Language: English fluency (oral and written)

Experience: At least 10 years of relevant work experience. Demonstrated applied expertise in specific public health topic and statistical/methodological expertise and/or content area expertise (e.g. mental health, policy). Strong knowledge in basic and advanced statistics and research methodology. Direct program management experience. Supervisory experience.

Soft Skills: Ability to communicate effectively (orally and written). Ability to work independently or collaboratively with a team. Ability to work in fast paced environment with multiple, concurrent deadlines. Effective writing and oral communication skills. Attention to detail.

Software Proficiency: Microsoft Office Suite (MS Word, Excel, PowerPoint), data analytic software for quantitative data (e.g., SAS, SPSS, R).

Location: North Bethesda, MD headquarters or Remote.

PREFERRED REQUIREMENTS:

Experience: Consulting and contract management experience. Federal government contracting experience.

Software Proficiency: Data visualization software, qualitative data analytic software (e.g., ATLAS.ti).

Knowledge: Understanding of Medicare fee-for-service program and its claims data; Medicare claims data analysis.
