Position Summary:

Single Stop is seeking a full-time Associate Director of Healthcare Access Programs to oversee the Single Stop healthcare access portfolio. Single Stop's current Healthcare Access Programs supports a network of healthcare enrollers who provide in-person health insurance enrollment assistance at community-based organizations and community colleges across the five boroughs. These grant-funded programs provide assistance through both New York State of Health, New York's official health plan marketplace (the Marketplace), and NYC Human Resource Administration's EDITS system through the Facilitated Enrollment for the Aged, Blind and Disabled Program. This leader will support the expansion of this portfolio across the national Single Stop network. This will include, in collaboration with the Single Stop research and innovation team, assessing the possible challenges potential clients (and therefore future partners) face in connecting to health care, and the role Single Stop can play in facilitating that connection.

Essential Job Functions:

  • Oversee a team of health insurance enrollers and other staff.
  • Manage all staff on the health care access team including hiring, onboarding, training, and ongoing performance evaluation.
  • Provide regular technical assistance to staff and provide advocacy for care issues with the Department of Health and Public Health Solutions.
  • Collaborate with health care access team and the training and support team to deliver healthcare-related trainings/toolkits for front line and program management staff in New York, promoting the measurement of delivery of health-related programs.
  • Lead regular team check-ins to provide professional development, track progress, and engage in teambuilding.
  • Collaborate with the National Director of Partnership and Programs to develop and implement processes that ensure partners get quality training, education, and relationship maintenance in relevant wrap around services.
  • Collaborate with the Director of Partner Services to track processes to ensure seamless transition of partners from the business development team to partnerships and programs.
  • Oversee contractual and other partnerships/relationships with community-based organizations, health organizations, and other public or private entities to develop and implement NYS Department of Health-funded Navigator and Medicated for the aged, blind, disabled programs.
  • Serve as main partner to the training and support team to troubleshoot issues and answer partner questions.
  • Handle escalated situations with partners as needed.
  • Manage team budget and track spending against project deliverables.
  • Manage contracts and track deliverables for reporting.
  • Data and evaluation management.
  • Manage all reporting functions for the health care access team.
  • Ensure evaluation and reporting processes are followed with partners on their strategic goals.
  • Regularly share feedback from partners with the training and support team to support the ongoing development of new trainings, tools, and features.
  • Connect with partners to ensure quality delivery of services as needed.
  • Maintain expertise and strong competency in the health insurance programs offered through the New York State Health marketplace and the NYC Human Resources Administration, including eligibility criteria and the application process for both. Guide staff in these processes and troubleshoot issues.
  • Develop wrap around services team strategic goals in alignment with Single Stop's strategic plan, and track team progress toward reaching these goals.
  • Develop and maintain relationships to integrate health insurance enrollment and manage onsite logistics throughout the overall NYC Single Stop network.
  • Support the National Directors in the ongoing development of Single Stop's organizational strategic goals.
  • Collaborate with the research and innovation team to determine new areas where wrap around services programs and their implementation can be improved or expanded.

Experience and Education:

  • Bachelor's Degree preferred or equivalent work experience.
  • 2-3 years of working experience with 1-2 years of progressive leadership experience.
  • 1-2 years of supervisory or management experience with multiple employees.
  • Experience with sales or customer service in professional settings.
  • Experience with the development and implementation of trainings.
  • Extensive experience with health care policy, practice, enrollment processes, and key stakeholders in health care access.
  • Ability to quickly build (and maintain) strong relationships with key stakeholders.
  • Demonstrated ability to multi-task, including shifting priorities and concurrent tactics.
  • Strong critical thinking skills (ability to problem solve, find new / creative solutions to complex problems and to appropriately challenge legacy) and the ability to problem-solve with multiple stakeholders.
  • Bilingual Spanish/English preferred.
