Systems Analyst (Full-Time / San Jose)

The Systems & Outcomes Analyst is responsible for providing data query, analysis, and programming expertise to drive improvement activities, ensuring that data are accurate, meaningful, and easily interpreted, and accessible to end-users (staff, leadership, Board of Directors, Funders).  This position supports quality initiatives and analysis projects that drive the strategic priorities of the organizations through oversight of clinical, process, impact, and business data collection to meet program analysis and reporting requirements as defined.  This position is responsible for the management of the organizations data management systems (including the Electronic Health Record System) and supporting utilization across programs.  Using strong interpersonal skills, the Systems & Outcomes Analyst will collaborate with staff to develop and to write effective reports using client stories, narratives, qualitative and quantitative analysis. 

 

QUALIFICATIONS:

Required

  1. Bachelor’s degree in economics, Health Sciences, Information Systems, Computer Science, Business or 2-3 years of experience in database design and development, or equivalent combination of education and experience
  2. Understanding of generally accepted accounting principles and budgets.
  3. Strong verbal and written communication skills.
  4. Proven ability to follow procedures, meet deadlines, and work with team members.
  5. Above-average user of financial spreadsheets, pivot tables, functions, and other related database software.
  6. Excellent writing skills and the ability to compile clinical information; develop program evaluation reports and outcome reports. Reports must include independent analysis and recommendations for improvement.
  7. Knowledge of Microsoft Office applications.
  8. Ability to work with mathematical concepts as required for data analysis and reporting.

 

         Preferred

  1. Knowledge of electronic health records (EHR) and Cloud-based software
  2. Previous experience in health care or mental health setting
  3. Master Degree in a quantitative discipline
  4. Experience in practical research methodologies
  5. Project management skills

 

RESPONSIBILITIES INCLUDE (but not limited to):

  1. Responsible for inputting, extracting data, developing reports and analysis of the information.
  2. Ensure staff utilization of the database is correct, accurate, and timely with all relevant client information. Provide training to staff to support these functions.
  3. Utilizes AWARDS (or other data management system) systems and other specified data collection tools (i.e. MS Excel, Power BI) for outcome measurements and results.
  4. Responsible for developing data collection and reporting capacity in data and outcome management system
  5. Creates monthly and regular status reports on the progress of project outcomes in alignment with agency 5-Pillars and individual program contracts and keeps team appraised of progress, potential barriers, and lessons learned, and related topics.
  6. Prepare and review weekly occupancy reports, analysis and performance reports.
  7. Participate in the organization’s quality improvement process, setting goals, tracking and reporting.
  8. Utilize appropriate statistical methodologies that accurately reflect client outcomes, progress and outcomes for all programs.
  9. Demonstrates leadership and consultation to promote evidence-based practice.
  10. Conduct best practices research on program evaluation methodologies on an on needed basis for long-term effectiveness and quality of programs.
  11. Participate in forums with funders, the County and others on continuous process improvement.
  12. External meetings - Attend and contribute to community meetings.
  13. Other duties as assigned by the Director of Finance & Administration.
