Human Resources Manager

The human resources manager is responsible for performing all HR-related duties and works closely with leadership in managing general human resources functions for The National Bureau of Asian Research's (NBR) Seattle and Washington, D.C., offices. NBR is a non-profit, research think-tank with 30 employees and a network of a contracted experts around the world.

The ideal candidate will be customer service oriented, have a passion for the details, and take pride in managing a range of HR responsibilities, from recruitment to legal compliance. This is a great opportunity to work in a small office setting with smart and friendly colleagues.

This is a full-time (40-hours per week), hourly, non-exempt position reporting to the Controller. The position is based in NBR's Seattle, WA office and offers the option for a hybrid work schedule.. The salary is commensurate with the successful candidate's qualifications. NBR offers a generous benefits package.


Responsibilities

  • Communication: Interacts with potential employees and NBR staff in a professional manner, including responding to general employment inquiries.
  • Recruitment: Work with project teams to create and post new job openings, oversee the recruitment process through the ATS ApplicantPro, provide training to new ApplicantPro users, assist in scheduling interviews, track reference checks, interview top candidates.
  • Pre-Onboarding: Conduct salary review and make recommendations, work with hiring managers to finalize and submit offer details, extend offers to final candidates, prepare and submit new hire paperwork through AdobeSign (including personnel action forms, offer letters, position descriptions, tax and employment forms), confirm offer acceptance and run pre-employment screenings, set up trainings for new employees as needed, work with IT and office manager to secure equipment and account access for first day.
  • On-boarding: One-on-one meetings to review paperwork and benefits information with new employees on first day.
  • Off-boarding: Confirm and update contact information for outbound employees for future HR correspondence, work with 401(k) third party administrator as necessary, work with IT to cancel email accounts/computer access and set up email forwarding.
  • Benefits: Using NBR's policies, create Personnel Action Forms and determine employee benefits, track benefit eligibility and enroll newly eligible employees, work closely with accounting staff to convey employee changes that will be applied to paychecks, assist employees with insurance and benefit plans questions, negotiate and renew benefits plans annually.
  • Progress Assessments: Manage NBR's evaluation system and oversee annual and mid-year assessment process for staff and executive management.
  • Policies and Procedures: Develop, implement, and maintain personnel rules, policies, and procedures for staff, including Employee Handbook.
  • Legal: Ensure NBR's legal compliance with city, state, and federal labor laws.
  • Employee Recognition: Oversee institutional awards and employee recognition.
  • Filing: Maintain confidential personnel records.
  • Other administrative support as needed.

Qualifications

  • 3+ years of HR experience.
  • BA degree in a field related to HR, or equivalent work experience, preferred.
  • In-depth knowledge of HR policies, standards, and regulations.
  • High emotional IQ and excellent time management, attention to detail, discretion, and good judgment.
  • SHRM certification a plus.
