Job Description

SCOPE:

Support and assist the design, development, implementation, and administering of the policies and procedures for The Senator Philip D. Lewis Center to serve homeless individuals; is familiar with and fully supports the operations of a low barrier shelter; and contribute to the mission of Goodwill and County collaborative by maximizing the opportunities for participants who are homeless.


ESSENTIAL FUNCTIONS:

  1. Responsible for supervision and support of the Shift Coordinators and Case Management Supervisor. Is responsible for ensuring all shifts are adequately covered to ensure a safe environment; provides on call support during and after hours to all staff. Provides staffing coverage when necessary.
  2. Reviews/Approves time entered for direct reports. Ensures all hours worked are entered accurately and in a timely manner.
  3. Facilitates formal supervision at a minimum of monthly for all direct reports. Documents formal supervision according to policy and procedure and maintains signed supervision notes in a file/binder.
  4. Creates a welcoming environment for guests. Treats all guests with respect.
  5. Ensures all staff are trained in, understand, and support low-barrier shelter operations and housing first policies and procedures. Works in collaboration with the Shelter Director and/or other Shelter Directors/Associate Directors to develop and implement training for shelter staff at all sites.
  6. Implement and support the principles of a trauma informed care environment.
  7. Interview, select, recommend, hire, train and supervise assigned staff. Assign and check work. Provide direction to staff and assist in the investigation and resolution of problems. Evaluate performance and provide counseling and coaching to employees. Initiate personnel actions, such as promotions, transfers, terminations, or disciplinary measures. Maintain harmonious employee/employer relations. Determine current and future staffing levels.
  8. Attends all required trainings per policy/procedure and/or per contract requirements. Coordinates the training and education of direct reports. Ensure assigned staff are completing required trainings per policy and contract requirements within 3 months of hire as well as completing all required training renewals. Manages the training tracker for all direct reports and ensures it is kept up to date. Works with Direct Reports to ensure the trainings for their staff are maintained and kept up to date as well. Reviews training tracker with Shelter Director during supervision.
  9. Assists the department in providing coverage for other Shelter Directors/Associate Directors during absences, as necessary/appropriate/requested.
  10. Facilitate weekly site inspections. Implements random room searches to ensure the safety of guests and staff. Maintains documentation of completed room searches. Report all concerns with facilities/operations and documentation. In collaboration with the Shelter Director, develops a plan of action to address any concerns noted during site inspections and/or room searches.
  11. May schedule and facilitate consultations about guests. May conduct case conferencing with guests, as needed, to discuss guest concerns, guest progress, continued length of stay, and when necessary, guest exits in consultation with the Shelter Director.
  12. Attend various meetings with departmental managers, senior staff, partner agencies and others concerned with departmental and program issues, as assigned. Attend internal training sessions as requested.
  13. Ensure incident reports are completed and submitted to the Shelter Director
    outlined in agency policy and/or per our contract(s) in a timely manner. May assist in
    investigating incidents and determining root cause of incident(s) and how to prevent them
    in the future.
  14. Provide assistance with other general department activities.
  15. Must be able to be flexible with their schedule.

OTHER DUTIES MAY INCLUDE BUT ARE NOT LIMITED TO:

  1. Demonstrate by words and actions a commitment to the Goodwill mission to help people with disabilities and other barriers to become self-sufficient, working members of the community.
  2. Perform or assist with any duties or operations, as required to maintain workflow and to meet schedules and quality requirements.
  3. Maintain safe work area and comply with safety procedures and equipment operating rules, keeping work area in a clean and orderly condition.
  4. Participate in any variety of meetings and task force groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies.


KNOWLEDGE AND SKILLS:

  1. Education and/or experience equivalent to a Bachelor’s degree in Business, Education, Social Work or other Human Services field.
  2. Minimum 2 years’ experience in program administration or homelessness services, including supervision, preferred.
  3. Demonstrated ability to establish and maintain rapport with program guests, other staff and outside agency representatives.
  4. Ability to communicate effectively verbally and in writing.
  5. Ability to problem solve and/or act as mediator
  6. Must be detail oriented; ability to meet schedules and complete work assignments successfully.
  7. Must be able to remain calm during crisis and use good judgment.
  8. Must have a valid Florida driver’s license, valid insurance, reliable transportation for travel to outlying locations and the ability to be insured under the company’s vehicle insurance policy.

PHYSICAL REQUIREMENTS:

  1. Frequent travel

  4. Subject to frequent interruptions

TOOLS AND EQUIPMENT USED:

Computer and peripherals, word processing, spreadsheets and software programs, office and safety equipment.
