Job Description
Position Summary

With a mission to promote stable, vibrant communities by providing our neighbors with comprehensive financial empowerment and homeownership services, NeighborWorks Umpqua (NWU) has been providing services and programs that enhance lives and expand housing options for nearly 30 years. The Director of Community Lending will be responsible for strategic direction and development of the Community Development Financial Institution, a subsidiary entity of NeighborWorks Umpqua. You will create and implement loan products, policy, processes, and collaboration with departments within NWU. You will oversee implementation of grants, develop strategic relationships with new partners to achieve programmatic goals, and supervise staff. The Director of Community Lending is a key member of the leadership team, whose mission is to accomplish the goals set out in the Strategic Plan.

Essential Duties and Responsibilities

The essential functions include, but are not limited to the following:

Program Development

  • Inception of subsidiary LLC and new line of business in compliance with all applicable laws and regulatory bodies.
  • Apply for and secure CDFI Certification.
  • Assemble board and committees as required, and act as liaison between CDFI and these bodies
  • Identify financing service gaps within the community and how NWU’s CDFI can best serve those needs.
  • Create, plan, implement, and oversee new loan products.
  • Create, plan, implement, and continuously improve program policy, procedure, processes, and integration with other NWU departments.
  • Establish and procure technology and software needs for customer and data management.
  • Build and maintain data tracking systems for reporting (AMIS, funders) and performance evaluation.

Business Management

  • Lead business development activities to achieve lending goals and meet needs of internal and external customers.
  • Apply for and secure grant funding and capital market investments.
  • Establish, develop, and maintain excellent relationships with all partners.
  • Positively represents NeighborWorks Umpqua in the communities and industries served.
  • Responsible for creating line of business budget and managing within it.
  • Assures effective response to customer complaints and concerns in a timely manner.
  • Oversee the effectiveness of CDFI program.
  • Create CDFI Business Plan and Capital Plan. Update and modify as needed to reflect changes in the marketplace and/or funding environment.
  • Create process to determine customer satisfaction and delivery of high-quality services matching expectations of all partners.
  • Establish and manage contracts with third party vendors.
  • Maintain equity in program operations, lending criteria, and policy.

Lending Operations Management

  • Manage effective and efficient lending processes and systems while ensuring compliance with lending policies and standards
  • Provide day to day oversight and support for origination, processing, funding, and servicing operations
  • Monitor portfolio performance and risk

Supervisory Responsibilities

Position has full supervisory responsibility for several employees, including mid-level managers.

  • Maintain efficient lending processes and excellent customer experience.
  • Team building and coaching for leadership and exceptional employee performance;
  • Maintain job descriptions;
  • Hire, retain, determine compensation in accordance with corporate pay scale policies and procedures;
  • Prepare and deliver quarterly and annual performance reviews;
  • Provide discipline, as necessary and in accordance with corporate policy, up to and including termination;
  • Mentor;
  • Provide continuing education opportunities in support of best industry practices;
  • Supervise daily tasks;
  • Conduct regular staff meetings;
  • Coordinate team building activities within the department;
  • Promote communication and collaboration between departments.

Reporting and Other Functions

  • Write and present regular reports to CEO, Leadership Team, and Board of Directors.
  • Reporting business activity data to regulatory bodies, including the US Treasury and State.
  • Participate in training, locally and nationally.

Minimum Qualifications (Knowledge, Skills, and Abilities)

  • Highly proficient in written and verbal communications.
  • Experience in personnel management and supervision.
  • Demonstrated project management experience.
  • Experience as an innovative thinker and change agent.
  • Problem solving and critical thinking skills.
  • Ability to think about and see the big picture without losing sight of the details.
  • Demonstrated ability to become proficient quickly in new software.
  • Strong presentation and public speaking skills.
  • Works well with others, especially individuals with differing communication styles.
  • Demonstrated ability to build and maintain relationships with a variety of partners and stakeholders.

Education

  • Bachelor’s degree or equivalent years of relevant experience.
  • Five (5) years’ work-related experience in lending, staff supervision, and budget oversight.
  • Equivalent combination of education and experience.
  • Experience in CDFI work and AMIS reporting preferred.

The employee must regularly lift and/or move up to 15 pounds. Specific vision abilities required by this position include those required for reading, writing, and typing. This position will be working primarily indoors and some of the time in an outdoor environment for events or clean up. From this movement, the employee will encounter varying temperatures. The noise level is low in the office environment.
